Chukkat on Numbers 19:2 TLV
“This is the statute of the Torah which Adonai commanded saying: Speak to Bnei-Yisrael that they bring to you a flawless red heifer on which there is no blemish and on which has never been a yoke.
The Hebrew words “chukat hatorah” are used, meaning “decrees of the Torah.” The word for decree, “chok” is related to the word meaning “to carve out of stone.” Since the Almighty is eternal and perfect, His decrees are “written in stone.”
Numbers 19:2 OJB This is the chukkat hatorah which Hashem hath commanded, saying, Speak unto the Bnei Yisroel, that they bring thee a completely red female cow [that has not produced a calf], wherein is no blemish, and upon which never came ol (yoke):
