Peter was Jewish fisherman:

Saint Peter the Apostle, orig. Simon, (died c. AD 64, Rome), Disciple of Jesus, recognized as the leader of the Twelve Apostles. Jesus called him Cephas (Aramaic for “Rock”; rendered in Greek as “Petros”) and said “Upon this rock I will build my church” (Matthew 16:18).
The name Cephas is an anglicized form of the Aramaic Kepha, which means simply “rock.”

Isaiah 22:22 Then I (YHWH/The LORD) set the key of the house of David on his shoulder, When he opens no one will shut, When he shuts no one will open.

Isaiah 22:22 refers Revelation 3:7 TLV. Revelation 3:7-13:
Philadelphia: I Have Loved You
7 To the angel of Messiah’s community in Philadelphia write: “Thus says the Holy One, the True One, who has the key of David, who opens and no one will shut, and who shuts and no one opens: [b] 8 I know your deeds. Behold, I have set before you an open door that no one is able to shut—because you have little power, but you have kept My word and have not denied My name. 9 Behold, I will cause those of the synagogue of satan—who say they are Jewish and are not, but lie—behold, I will cause them to come and bow down before your feet,[c] so that they acknowledge that I have loved you!
10 “Because you have kept My word about patient endurance, I will also keep you from the hour of trial that is coming upon the whole world to test those who dwell on the earth. 11 I am coming soon—hold on to what you have, so that no one will take away your crown. 12 The one who overcomes, I will make him a pillar in the Temple of My God,[d] and he will never leave it. And on him I will write the name of My God and the name of the city of My God—the New Jerusalem, which comes down out of heaven from My God—and My own new Name. 13 He who has an ear, let him hear what the Ruachis saying to Messiah’s communities.”

The first (Matthew 16:19) is addressed to St. Peter:
I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven.
The second (Matthew 18:1) is addressed to his disciples:
Truly, I say to you, whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven.

The Father Reveals His Son
13 When Yeshua came into the region of Caesarea Philippi, He asked His disciples, “Who do people say that the Son of Man is?”
14 They answered, “Some say John the Immerser, others say Elijah, and still others say Jeremiah or one of the other prophets.”
15 He said, “But who do you say I am?”
16 Simon Peter answered, “You are the Messiah, the Son of the living God.”
17 Yeshua said to him, “Blessed are you, Simon son of Jonah, because flesh and blood did not reveal this to you, but My Father who is in heaven! 18 And I also tell you that you are Peter, and upon this rock I will build My community[b]; and the gates of Sheol will not overpower it. 19 I will give you the keys of the kingdom of heaven. Whatever you forbid on earth will have been forbidden in heaven and what you permit on earth will have been permitted in heaven.” 20 Then He ordered the disciples not to tell anyone that He was the Messiah.
